SUMMARY:

On March 4, 2024, City Council accepted the qualifications-based ranking of respondents to the competitive solicitation RFQ 23-ES-13 “Professional Services for the Development of a Comprehensive Stormwater Master Plan” and authorized the City Manager to enter into Scope & Fee negotiations beginning with the top-ranked firm, Jones Edmunds & Associates.

Pursuant to these negotiations, Jones Edmunds & Associates has submitted the attached proposal in the amount $1,198,360 with a scope of services with the primary goals and objectives being:

                     Review and build upon existing City stormwater-related studies and data. 

                     Develop a detailed City-wide hydrologic and hydraulic (H&H) stormwater model to determine existing flood risk, evaluate flood protection alternatives, and manage stormwater impacts of new development. The H&H model will include the watersheds that flow into and out of the City, including, but not limited to, Gabordy Canal, Ariel Canal, and Turnbull Hammock.

                     Assess the drainage level of service provided by the City’s existing stormwater system and determine priority areas for improvement alternatives.

                     Develop improvement alternatives to enhance the drainage level of service in priority areas.

                     Identify projects to reduce the City’s pollutant loading to the North Indian River Lagoon (NIRL) and Turnbull Hammock to meet regulatory requirements.

                     Rank and prioritize proposed water quantity and quality improvement projects and develop a 20-year capital improvement plan. 

                     Develop a system for evaluating/rating the condition of the individual components of the City’s stormwater system (pipes, inlets, ditches, etc.).

                     Develop a system for the City and the local development community to leverage the new stormwater model to asses/manage the impacts of growth on the City’s stormwater system.

Several of the waterbodies extend beyond the limits of the City’s jurisdiction, primarily into unincorporated Volusia County. Staff has coordinated with Volusia County Public Works Department to ensure that the submitted scope of services adequately covers the City’s interests.

Motion to approve the proposal from Jones Edmunds & Associates in the amount of $1,198,360.
