Staff Review

 

The applicant is requesting a conditional use permit for Manufacturing - General to establish a custom woodworking shop for crafting cabinets, tables, and similar items for a business located at 2421 Guava Drive. The subject property is located on the west side of U.S.1 and currently is in the process of constructing a metal warehouse building. The business currently has been vacant and recently received the Development Order to start the construction process. A conditional use permit is required to operate a manufacturing business within the B-2, business neighborhood zoning district. The property has a Future Land Use Designation of Commercial. Manufacturing- General within the B-2 Neighborhood Commercial zoning district is only allowed as a conditional use permit and the request is for light manufacturing of goods and services. The business will not create a use that could be deemed detrimental to the neighborhood.

In addition, since this property is currently in the process of being built, the applicant would require extra time to have a Certificate of Occupancy issued and allow for the transfer of the property to the new owner. Per Article IX, Section 21-92.05- Authority (a) which allows for a CUP to be set with reasonable time limits, renewal conditions and/or operational restrictions. Therefore, Staff is asking from the Board to have the expiration date for the Conditional Use Permit set to 1 (one) year from now versus the 120 days set forth within Article IX, Section 21-92.06.

Staff has reviewed the three subsections within Section 21-92.04 for Conditional Use Permits and found the request is in compliance with the current requirements. Staff has reviewed the subject property with the surrounding land uses and zoning districts and has found it compatible with the proposed uses in the adjacent area. Staff received no comments or concerns from other departments for the proposed conditional use.

Fire Comment:

The current plans indicate the structure to be 2,520 sq ft.

A woodworking facility exceeding 2,500 sq. ft. will require a sprinkler system.

13.3.2.27 Woodworking Operations.

An approved automatic fire sprinkler system shall be installed in buildings containing woodworking operations exceeding 2500 ft2 (232 m2) that use equipment, machinery, or appliances; that generate finely divided combustible waste; or that use finely divided combustible materials. [5000:29.3.5.1.2]

In accordance with Florida Statues Chapter 166.041, a Public Notice sign was posted on the site on September 24, 2025. In addition, Public Notices were mailed to all addresses within 500’ of the proposed project.
