SUMMARY:

The Wastewater Treatment Plant (WWTP) Master Plan was presented to City Council at a workshop on January 14, 2026. The Master Plan determined the build-out sewage generation rate for the City of Edgewater’s utility service area to be 8.13 MGD from an ultimate population of approximately 80,000 persons. The Master Plan provides a construction methodology to provide 8.25 MGD treatment on the current site of the WWTP. The Master Plan includes a population projection specific for the Edgewater utility service area produced by the Bureau of Economic and Business Research (BEBR). In addition to the estimate rate of growth, the City of Edgewater entered into a utility service agreement with the large-scale development Deering Park on November 3, 2025 which commits the City to provide water and wastewater treatment capacity in certain increments by certain dates. The combination of the Deering Park utility service agreement and the forecasted rate of population growth within the rest of the City requires the first phase of treatment capacity expansion to be online and functional by 2033. The Master Plan outlines the construction required to increase the permitted capacity from the current 2.75 MGD to 4.135 MGD, sufficient to meet the needs of the City through the next stage of growth. The cost of this Phase 1 expansion is estimated in the Master Plan to be approximately $93 million.

 

The City was awarded approximately $19.1 million in a grant from FDEP to offset the total cost of the expansion. This grant has a deadline to be spent by 2031. Adopting this Master Plan is necessary to meet the grant delivery schedule.
