SUMMARY:

On April 23, 2025, 2024 the City of Edgewater issued a Request for Proposals (RFP 25-DS-03) with the sole purpose and intent of obtaining proposals from interested and qualified firms offering to provide Continuing Professional Environmental Consulting Services in accordance with the specifications stated. 

 

This Solicitation was broadcast via the City’s E-Procurement Platform, as well as via DemandStar, and the State of Florida DMS, Office of Supplier Diversity site and was posted in City Hall.

 

On June 11, 2025, submittals were received from 20 firms.  All submittals were deemed responsive and responsible.

 

On June 25, 2025, the Evaluation Committee met and reviewed the submittals and turned in their evaluation sheets through the E-Procurement Platform. Based on the published evaluation criteria, the firms were ranked as follows:

The Committee determined it would be most advantageous to the City to recommend multiple firms be awarded contracts.  The Committee agreed that the top six (6) firms would be recommended for award.  They further discussed the possibility of asking the firms to come in for presentations, however the Committee concluded unanimously that there were enough clear top-ranking firms identified by review of the written submittals alone and therefore declined requesting presentations.

 

Engagement of firms will be on an as needed basis and based on the City’s needs with consideration to the firm’s availability and capabilities.

 

The Evaluation Committee recommends that Council award contracts to the following firms YBE Consulting Inc., Kimley-Horn Associates, Zev Cohen & Associates, Halff Associates Inc., Dredging & Marine Consultants, LLC, and CPH Consulting, LLC.

RECOMMENDED ACTION:

Motion to award and authorize the City Manager to execute contracts for Continuing Professional Environmental Consulting Services to YBE Consulting Inc., Kimley-Horn Associates, Zev Cohen & Associates, Halff Associates Inc., Dredging & Marine Consultants, LLC, and CPH Consulting, LLC. with the engagement of firms to be on an as needed basis and based on the City’s needs with consideration the firm’s availability and capabilities.
