SUMMARY:
The Edgewater River Oaks MUPUD agreement was recorded on December 12th of 2023 at Book 8494, Page 1398. Edgewater River Oaks MUPUD agreement replaced a development agreement for two, fourteen story condominium buildings. Edgewater River Oaks envisions a multifamily development on the western portion of the property, a marina, dry stack boat storage, and hotel on the eastern portion. Since the approval, the City has approved the major site plan for the multifamily. Currently, City staff are reviewing the reconstruction of Jones Fish Camp Road and the marina. The applicant is requesting the following changes to the MUPUD agreement:
1. Change the permitted allowable height of the dry stack boat storage from 45 feet in height to 55 feet in height.
2. Change the parking calculation for the dry stack storage from one parking space per 1,500 square feet to one parking space per 2,000 square feet of dry boat storage.
City staff as understood through the public hearings from the City Council, have requested the following language be added to the MUPUD agreement:
1. Landscaping and vegetation located adjacent to the Mosquito Lagoon will be managed to remove invasive species and protect existing mangroves. The riverfront of the development is also encumbered with significant environmental resources including mangroves and other wetland flora. Two pier crossings of the existing mangrove areas will be permitted, subject to permitting, mangrove mitigation and other conditions from all applicable permitting agencies, including the City. Additional plantings between the shoreline and any upland retaining walls will include replacement mangroves and other native species designed to promote the health and resiliency of the shoreline. The specific planting plan will be coordinated with the Riverside Conservancy for input on appropriate planting materials and strategies. In addition, aquatic plantings, and other installations such as oyster beds will also be considered and installed as appropriate.
