SUBJECT:

title

Lift Station Remote Monitoring

body

DEPARTMENT:

Environmental Services

SUMMARY:

The City owns 52 sanitary sewer pumping stations, known as lift stations, throughout the sewage collection network and maintains them with a small crew of dedicated employees. In the event of electrical or mechanical failure at these stations, the lift stations are equipped with audible and visual alarms which require nearby residents to notice the alarm and call the City’s wastewater treatment plant to report the location of the alarm. Wastewater Collections personnel are then dispatched to resolve the situation and restore operation. Some of the more critical lift stations and the more recently constructed lift stations are equipped with remote monitoring capability to expedite dispatch of repair personnel. The City has budgeted to retrofit more lift stations with remote monitoring capability and data acquisition features to improve response times and collect performance diagnostic information for continuous system improvement.

AWC, Inc. is a vendor of products and services from Mission Communications which include a well-developed system of remote monitoring and data acquisition (collectively termed “telemetry”) suited for the sanitary lift station market. AWC, Inc. has extended the competitively bid terms and pricing of a contract with the City of Palm Coast to Edgewater to retrofit 20 of our lift stations with this technology within the budget we had estimated to equip 2 lift stations using our current technology. The main difference in price is that the City’s current remote monitoring protocol relies on a City-owned, FCC-licensed radio communications frequency and associated radio equipment versus the commercial cellular phone network used by the Mission Communications devices. Consequently, there will be an ongoing cost of the cellular data charges at each station equipped with Mission Communication devices, which will be between $300 to $350 per year per site. Evaluating over a 20-year lifespan, the Mission Communications devices are expected to cost less than or equal to the City’s current remote monitoring setup while providing enhanced features that will benefit the system overall.
