Background: The subject property is proposed for a 103-unit single family residential subdivision.  An RPUD Agreement was approved by Council on May 1, 2017 and subsequently amended to allow additional building and impervious coverage on May 7, 2018.

City Council approved the preliminary plat on June 4, 2018; the Technical Review Committee reviewed and approved the Construction Plans and the pre-construction meeting was held on March 26, 2019.

Upon completion of the infrastructure and acceptance by the City, the Plat shall be recorded with the Clerk of Circuit Court thereby permitting the issuance of building permits for the individual residences.

The Final Plat has been reviewed by the Technical Review Committee, City Attorney and Surveyor for consistency with the PUD Agreement, Land Development Code and Florida Statutes.

At their regular meeting of October 9, 2019, the Planning and Zoning Board voted to send a favorable recommendation to City Council. The Final Plat was approved by City Council on November 18, 2019; the infrastructure is substantially complete.

The PUD Agreement specifies Lots 43 and 44 for the potential use as model homes with sales office.  The applicant would like to remove the specific lots to allow the model homes to be constructed on more visible lots and to allow up to four model homes.

Land Use Compatibility: The subject property is adjacent to San Remo and Meadow Lakes, both single family residential subdivisions and Indian River Elementary School.  Woodbridge Lakes is consistent with the existing residential uses.

The relocation and increase in the number of model homes is not inconsistent with the proposed development or surrounding area.

Adequate Public Facilities: The infrastructure will be complete prior the recording of the final plat and issuance of building permits for any residences in the development.

Comprehensive Plan Consistency: The development of model homes on residential lots is not addressed in the Comprehensive Plan.

RECOMMENDED ACTION

Motion to approve Amendment No. 2 of the Woodbridge Lakes PUD Agreement and authorize the Mayor to execute the Agreement.
