SUMMARY:

The Transform 386 is a Community Development Block Grant Disaster Recovery (CDBG-DR) infrastructure grant program. The program is a competitive process administered by Volusia County. The program aims to support communities in recovering from infrastructure damage caused by Hurricane Ian, with the potential inclusion of mitigation efforts.

The Environmental Services Department is working on enhancing the current canal system to improve its functionality for stormwater management. Issues with erosion and bank stability have been observed in the Travelers-Umbrella Canal and Unity-Vista Canals, including problems with aquatic vegetation growth and eroding side slopes. The proposed projects in these areas involve stabilizing the banks, armoring the canal bottoms, and repairing or replacing damaged infrastructure.

The work involves armoring these two specific canal segments to improve slope stability, access, and infrastructure. This includes replacing lower sections of the excessively steep side-slopes with articulating block to protect against bank erosion and sliding, as well as enhance resident safety. The project is the first step in a system-wide effort to evaluate this armoring strategy before considering similar measures for other canal segments in the future. Staff will endeavor grant funding sources for future armoring considerations.

The City is pursuing a $4,150,000 award through the program. To achieve the most competitively viable application, the City must budget for a 26% match, which amounts to $1,079,000 of the estimated construction cost. To meet this requirement, Staff has identified $300,000 from the current FY23-24 Stormwater budget allocations with the remaining balance to be supplied by an internal loan from the General Fund.

RECOMMENDED ACTION:

Motion for approval to seek $4,150,000 in grant funding through the Transform 386 Community Development Block Grant Disaster Recovery (CDBG-DR) infrastructure program for the construction of Florida Shores Canal Rehab: Phase 1 and allocate a 26% match in the amount of $1,079,000.
