Discussion:

The applicant is requesting annexation for approximately 0.246± acres of property located at the South side of Josephine Street and East of Tatum Boulevard, parcel ID 7430-04-12-0070. The property is contiguous to the City of Edgewater Boundary and is located within the Cities ISBA. The applicant has submitted a concurrent small-scale comprehensive plan map amendment and a rezoning.

 

The subject properties are located on the south side of Josephine Street, east of Tatum Boulevard and is currently zoned Volusia County Urban Single-Family Residential (R-3A) and has a future land use designation of Volusia County Urban Low Intensity. The surrounding zoning to the south and east is Edgewater R-2, west and north is the Volusia County R-3A. The inclusion of this parcel into the City of Edgewater will allow all of the property included in the R-2 zoning district to be contiguous.

 

The purpose of the annexation is to allow for the development of an access easement to allow for the construction of a driveway and road to two, five acre parcels. The applicant is seeking to develop a three (3) lot rural estate minor subdivision.

 

Comprehensive Plan Consistency:

 

Article IX Section 21-91.02 of the Land Development Code states that no application for a change in zoning can be approved unless the proposed zoning is consistent with the Land Use Designation/Zoning Classification Matrix in Table III-1. The Table, attached below, verifies consistency between the proposed Future Land Use Low Density Residential designation and the Proposed Zoning District of R-2.

Public Facilities Adequacy:

 

The City of Edgewater has sufficient capacity to service the property with regards to water, wastewater, parks, and transportation while meeting the Level of Standard as outlined in the Comprehensive Plan. The subject property is serviced by the City of Edgewater for municipal water services and solid waste. All are operating with enough capacity to support the project.

 

Public Notice:

 

In accordance with Florida Statues Chapter 166.041, a Public Notice sign was posted on the site on July 1, 2026.

 

Recommendation:

 

Staff finds that the request to for annexation for Parcel ID 7430-04-12-0070 is appropriate and suitable for the subject site, is compatible with the surrounding land uses, and is consistent with the City of Edgewater Comprehensive Plan.

 

Motion to send a favorable recommendation to City Council for AN-2602.
