Staff Review

 

The applicant is requesting a conditional use permit for a RV and Boat Storage Facility within the B-3, Highway Commercial zoning district for the property located on S Ridgewood Avenue. The subject property is located on the west side of U.S.1 and the parcel is vacant. The property was approved for annexation into the City of Edgewater and has been given the Future Land Use Designation of Commercial. A RV and Boat Storage Facility is listed as conditional within Article III, Section 21-33.05, Table III -3. As such, the use of RV and Boat Storage requires a conditional use permit within the B-3 Highway Zoning District.

 

Staff has reviewed the three subsections within Section 21-92.04 for Conditional Use Permits and found the request is in compliance with the current requirements. Section 21-92.04 states “In order to approve a CUP the P&ZB must make a finding of fact that the Conditional Use Permit:

a. Is consistent with applicable land development regulations for the zoning district in which the property is located;

b. Is compatible with existing and proposed uses in the adjacent area; and

c. Meets the Concurrency Management System requirements described in Article XI.”

 Staff has reviewed the subject property with the surrounding land uses and zoning districts and has found the use compatible with the proposed uses in the adjacent area. Staff received the following comments or concerns from Fire department for the proposed conditional use:

                     If the entry gates are electric, there must be a Click2Enter system and Knox key override installed.

                     If the entry gates are manually operated. A KNOX padlock will be required on the chain

However, staff did not receive further comments from other departments nor did staff receive any public comment from the public notice. The original site plan was vacant with access to an unimproved road and S. Ridgewood Avenue. However, the applicant is planning on applying for a vacation of the unimproved road to create a private road for access off US1. The proposed unimproved roadway does not have access to the residential subdivision nor does it have future plans to be. This will keep traffic out of the residential area immediately adjacent to the west of the site. City staff believe the current layout of the site is conducive to having the RV and Boat Storage and meets the Transportation Concurrency Management System. The site will have access to utility connections to water and sewer as well as trash services. At this time reclaimed is not available.

Public Notice

 

In accordance with Florida Statues Chapter 166.041, a Public Notice sign was posted on the site on July 29th, 2026. In addition, Public Notices were mailed to all addresses within 500’ of the proposed project.
