BOARD AGENDA ITEM

SUBJECT:

title

Board Bylaws

body

DEPARTMENT:  Parks & Recreation Department

SUMMARY:

At the past two Recreation & Cultural Services Board meetings, the Board discussed and voted to recommend to City Council that their Bylaws be amended to change the number of board members.

At the July 2, 2025 meeting, the Board voted to recommend to City Council that their bylaws be amended to reflect that the Board shall have a range of 5 to 7 members rather than the current 5.  This recommendation was rejected by the City Clerk and sent back to the Board to reconsider and choose a specific number and not a range.

Then, at the September 3, 2025 RCS meeting, the Board voted to recommend to City Council that the Board shall have 6 members.  This was rejected by the City attorney because it conflicts with the City's Land Development Code, which states the Board shall have 7 members.

Prior to 2009, Board Bylaws stated that the Board shall have 7 members.  In November 2008, the Board recommended to City Council that the number of members be reduced from 7 to 5.  In July 2009 this recommendation was unanimously approved by City Council and updated Bylaws were signed by then Mayor, Mike Thomas and Paralegal, Robin Matusick. Amended Bylaws were adopted by the Board October 2009.

RECOMMENDED ACTION:

The Board should discuss and determine if they would like to increase the number of members to 7.
