SUMMARY:
The City of Edgewater has long prioritized the safety, accessibility, and professionalism of its municipal facilities. However, the existing rules governing public behavior within city buildings-particularly in lobbies and other public-facing areas-have not been updated in many years. As a result, there has been increasing concern about disruptions, misuse of public space, and a lack of clear guidance to staff and the public on acceptable conduct.
In response, staff has developed a comprehensive and constitutionally sound framework of rules, presented in Resolution No. 2025-R-26, that aim to preserve order, protect city operations, and ensure that public access to services remains safe and respectful for all.
