Background: The subject property is currently vacant; however the applicant is proposing construction of a single-family residence. The property is within the Interlocal Service Boundary Agreement mutually adopted by Volusia County and the City.

At their regular meeting of November 9, 2015, the Planning & Zoning Board voted to send a favorable recommendation to City Council. On November 16, 2015 City Council approved the Ordinance at first reading. The City received Certification from VGMC on December 29, 2015.
