SUMMARY:
The need for intergovernmental coordination in comprehensive planning is vital to success. Local governments are required to have an Intergovernmental Coordination Element (ICE) that contains specific goals, objectives and policies identifying how the implementation and amendments of the comprehensive plan will be accomplished. The current regulations and procedures for the Volusia Growth Management Commission (VGMC) are out of date and create an additional level of bureaucratic review that has proven to be detrimental to the economic vitality of Volusia County. Revisions to the Charter are needed to establish a stream-lined process that assures coordination and consistency between local governments, while providing for the ability to respond to changing real estate markets.
Florida Statues 163.3177 provides procedures for local governments to follow when there is a conflict with their respective Comprehensive Plans.
The VGMC is not required by State law and this puts Volusia County at a disadvantage when competing with other jurisdictions for new businesses that do not have such an added layer of bureaucracy.
