Approve the purchase of a 2016 Menzi Muck M3 and the internal loan

SUMMARY:
Our current Menzi Muck has reached its service life and requires replacement. The current Menzi Muck is 10 years old and is down for maintenance more than 50% of the time. In addition all parts come from Sweden and sometimes have extended delivery times. The City has standardized on the Menzi Muck platform. This will be the fifth one that we have purchased over the years. By standardizing we have trained operators that already are familiar with this brand. The Menzi Muck is a specialized, exceptionally maneuverable, highly versatile, soil conserving, and efficient slope walking excavator. The Menzi Muck walking excavator has an enclosed cab allowing for all weather operability.
We are piggy backing this pursuant to the Florida Sheriff’s Bid No. 15-13-0904 Spec 36.
Per Resolution 2014-R-04 “Investment Policy” Section XVII Internal Loan Program staff recommends the General Fund advance to Stormwater $335,630 at a rate of 1.45% for 5 years with no pre-payment penalty.

RECOMMENDED ACTION:
Motion to approve the purchase of a new Menzi Muck and accessories from Menzi USA Sales, Inc., in the amount of $335,630 and to approve the issuance of the required purchase order and the advance from the General Fund to Stormwater the purchase amount at a rate of 1.45% for 5 years with no pre-payment penalty.
