SUMMARY:
The Stormwater Master Plan was updated in 2012 and several projects were listed in the Capital Improvement Section of the Master Plan. Included in this year’s budget is one of those projects to treat stormwater runoff to the Indian River Lagoon in the Lamont Street and Hubbell Street area.
At the 5/4/2015, Council approved the City’s engineering consultant, Quentin L. Hampton Associates, Inc. to design, permit, and provide construction phase services for a stormwater treatment system to include exfiltration trenches and drainage structures. On 8/26/2015, the City was awarded a TMDL Grant by the FDEP in the amount of $159,300 for this project. This type of grant requires the production of a Quality Assurance Project Plan (QAPP) with extensive monitoring, water quality sampling, and other compliance requirements which the City does not have the manpower nor technical equipment to provide in-house. Quentin L. Hampton Associates, Inc. has experience producing the required QAPP and associated site and technical work in nearby municipalities. Their proposed fee for this work is $29,710.

RECOMMENDED ACTION:
A motion to approve the purchase order to Quentin L. Hampton Associates, Inc. to perform the services as outlined in the fee proposal in the amount of $29,710 and authorize the City Manager to execute the same.
